How come when people call my cellphone, instead of it going to voicemail, it goes to an ad?

When people call my cellphone, it rings a few times, then an ad comes up.

the add says something about paying 9.99 a month for something about CasualLife ?? its really weird. It happens to my phone, and my friends, and maybe a couple of other people.

The reason is that your SIM Card contains information regarding connecting to a network, your cellphone number, etc. Your cellphone number is unique and the things you do in your cellphone remains in the cellphone (like when you call, you can't call using another phone using the same cellphone number as your own phone).
